Pool Rules and Regulations
Approved by the Bradley Farm Board of Directors in April 2026.
1. Introduction
These Pool Area Rules and Regulations (“Rules”) have been approved by the Bradley Farm Board of Directors to provide for the safety and enjoyment of visitors and staff members of the Bradley Farm Pool Area (“Pool Area”), which includes the parking lot, pool house, locker rooms, pool deck, common areas, and swimming pools. Admission to the Pool Area constitutes acceptance of these Rules. Violations of these Rules will be managed in accordance with the Association’s governing documents and applicable Virginia law and may also be managed pursuant to other Board-adopted enforcement and due process policies.
2. Definitions
For purposes of these Rules:
- Association means Bradley Farm Homeowners Association, Inc.
- Pool Area means the fenced pool complex and related facilities and common areas within the pool fence line (including the pool deck, pool house, locker rooms, and lawn/picnic areas).
- Pool Staff means the lifeguards, supervisors, managers, and other staff provided by the contracted pool management company.
- Pool Pass Holder means a person issued a Standard Pass, Junior Pass, or Caregiver Pass for the current pool season.
- Authorized Caregiver means the person designated/recognized through the pool pass registration process as authorized to supervise a Junior Pass holder (including a Caregiver Pass holder, where applicable).
3. Pool Operating Hours
The Pool Area will open on Memorial Day Weekend each year and will close following Labor Day Weekend. During the pool season, operating hours may be adjusted due to planned holidays and events (including swim meets), as well as unplanned issues such as weather, contamination response, or maintenance. An Operating Calendar for the Pool Area will be published each year to identify opening and closing dates, normal operating hours, and days when pool hours will change due to planned events. The approved Operating Calendar will be published online and posted at the Pool Area.
4. Pool Privileges
Pool privileges are available to all members of the Association who are in good standing (i.e., owners who are not more than 60 days past due on any payment obligation to the Association and who do not have any unresolved covenant violations for their lot). Homeowners who rent their properties may assign their pool privileges to their renters, consistent with Association policy and governing documents. Homeowners or renters who wish to use the pool must register for a pool pass on an annual basis. Registration for pool passes is available for all family and household members residing at a Bradley Farm address during the pool season. Residents and guests who use the Pool Area do so at their own risk.
4.1 Acknowledgement of Risk & Agreement to Follow Rules (registration requirement)
Residents will be required to sign an Acknowledgement of Risk & Agreement to Follow Rules during the registration process, and guests will be required to sign this agreement prior to accessing the Pool Area.
5. Pool Pass Types
Residents who register for a pool pass will be issued either a Standard Pass, Junior Pass, or Caregiver Pass depending on the age of the resident as of September 30th of the current year. Children under the age of twelve (12) will be issued a Junior Pass. All other residents aged twelve and over will be issued a Standard Pass.
5.1 Standard Pass (Age 12 and over)
A Standard Pass allows the resident to enter the Pool Area unaccompanied. The resident may also sponsor guests who are not Bradley Farm residents for admission to the pool. All guests must be accompanied by their sponsoring resident during their visit to the Pool Area. Each household (i.e., address) may sponsor up to six (6) guests to the Pool Area each day. Any resident of a household who has been issued a Standard Pass may sponsor guests up to the daily household limit.
5.2 Junior Pass (Children under 12)
Children with a Junior Pass may enter the Pool Area accompanied by an Authorized Caregiver who:
- has a valid Standard or Caregiver Pass; and
- can pass a swim test if requested by Pool Staff for safety reasons; and
- remains responsible for supervision throughout the visit.
Authorized Caregivers who accompany children must remain with the child during the visit. Children with a Junior Pass may not sponsor guests for pool admission.
5.3 Caregiver Pass (Accommodation for non-resident caregivers)
The Association may issue a Caregiver Pass as a reasonable accommodation to allow a non-resident caregiver (e.g., nanny, grandparent, or other caregiver) to enter the Pool Area solely for the purpose of supervising a resident child, subject to the following:
- The Caregiver Pass holder must be designated by the resident household during the registration process (or through the Association’s accommodation request process).
- A Caregiver Pass holder is an Authorized Caregiver for purposes of these Rules and must comply with all supervision and conduct requirements.
- A Caregiver Pass does not grant general pool privileges, does not allow the holder to sponsor guests, and may be limited to entry only when supervising or accompanying the designated pass holders.
- The Association may require a swim test for the Caregiver Pass holder if requested by Pool Staff for safety reasons.
- The Caregiver Pass holder must sign an Acknowledgement of Risk & Agreement to Follow Rules.
Application procedures and documentation requirements for the Caregiver Pass are maintained in the registration materials and/or accommodation procedures.
6. Pool Admission (Check-In)
Upon arrival at the Pool Area, residents must check in with Pool Staff. Verification of identity, confirmation of pool pass types, and registration of guests will be completed electronically by Pool Staff.
Lifeguards may ask pool visitors to complete a swim test before they are allowed to wade unaccompanied into water that would submerge them above the shoulders, or at any time the lifeguard on duty has reason to believe that a swim test is necessary to gauge proficiency for safety reasons.
7. Guidelines and Rules
All visitors to the Pool Area are responsible for adhering to these Rules. If additional rules need to be instituted by the Association on a temporary basis, they will be posted conspicuously in the Pool Area.
Residents who admit guests are responsible for the conduct of their guests and may be held accountable for their guests’ behavior. Adults (including Authorized Caregivers) who accompany minors are responsible for the conduct of the minors they accompany and may be held accountable for the behavior of those minors.
7.1 Health, hygiene, and contamination response
- Please shower before swimming and use foot showers to remove dirt before entering the pool.
- Visitors who are not toilet trained must wear swim diapers under their swimsuits.
- Do not use the pool if you have diarrhea or are ill in a way that could contaminate the water. Report any fecal/vomit incident immediately to Pool Staff.
7.2 Child supervision and non-swimmers
- Adults must supervise children in the wading pool. There is no lifeguard on-duty at the wading pool.
- Adults/Authorized Caregivers must remain within arm’s reach of children who are non-swimmers or are not able to swim independently (e.g., actively watching the swimmer and close enough to physically touch the swimmer immediately). This includes children who require flotation support or close assistance in the water.
- One adult may supervise no more than two non-swimmers unless otherwise approved by facility management. The supervising adult may not use a phone, read, socialize away from the swimmer, or sit or stand outside the water.
- Any personal flotation devices used by guests who cannot swim must be approved by the Coast Guard. Approved flotation devices for non-swimmers do not replace the within arm’s reach requirement.
7.3 Pool toys, lap lanes, and visibility
- The lap lane is reserved for lap swimmers.
- Pool toys may not be left unattended in the swimming pool or Pool Area. Unattended pool toys and equipment may be removed by Pool Staff. The Association, Management and the Pool Management Company shall not be responsible for any pool toys or other equipment that is removed or discarded by the Pool Staff.
- Pool toys or equipment that inhibit lifeguards from monitoring the pool area are prohibited (including items that obscure the bottom of the pool or prevent views across the pool). The lifeguard and Pool Staff are authorized to require a resident or guest to remove the pool toy or equipment from the swimming pool or Pool Area.
7.4 Diving board and diving well
- One person on the board at a time.
- Wait until the diving well is clear before proceeding.
- Enter the water in a continuous, controlled motion and land in the center of the diving well.
- Exit the diving well immediately after using the diving board.
- Activities that involve sideways movement or prolonged balancing on the board, or delayed, unsafe, or uncontrolled entry are not permitted.
- All diving board use is subject to the direction of Pool Staff.
7.5 Amenities
- Pool visitors may use the picnic tables and lawn areas within the Pool Area in a manner that does not obstruct walkways, gates, or Pool Staff lines of sight.
- The Association may provide background music in the Pool Area. Visitors may request changes in volume by speaking with Pool Staff in the office. Distracting lifeguards on-deck with music requests is prohibited. Pool Staff will make reasonable efforts to accommodate requests consistent with safety, operational needs, and the enjoyment of all visitors.
- Pool parties must be reserved in advance through the pool website on a first-come basis. Only one (1) pool party may be scheduled at a time. Each reserved pool party may include up to thirty (30) guests who are not Pool Pass Holders during the reserved time slot; approved pool party guests do not count against the sponsoring household’s daily guest limit of six (6). The sponsoring resident must be present for the duration of the party and is responsible for guest conduct and required supervision of minors and non-swimmers. Pool parties do not grant exclusive use of the Pool Area and remain subject to all Pool Rules and Pool Staff direction.
7.6 Personal Property
- The Association is not responsible for lost, stolen, or damaged personal property.
- All visitors are responsible for securing their own belongings.
- Unattended items may be removed or discarded at the discretion of Pool Staff.
8. Prohibited Activities
The following activities are prohibited in the Pool Area:
- Offensive, discriminatory, hateful, abusive, or threatening language or behavior toward lifeguards, staff members, or other guests.
- Interference with a lifeguard’s safety instructions or duties, including verbal abuse, harassment, intimidation, or refusal to comply.
- Possession of glass bottles, glassware, or any other breakable objects.
- Bringing wheeled vehicles, other than mobility devices, strollers, or wagons/carts, onto the pool deck.
- Admission of animals, other than service animals, to the Pool Area.
- Smoking outside of the designated smoking area.
- Eating food within ten feet of the edge of the pool.
- Playing loud music from personal speakers or personal devices.
- Use of water-squirting toys or projectile toys (e.g., squirt guns, water blasters, nerf guns, etc.).
- Running in the pool house or on the pool deck.
- Wrestling, fighting, or other rough or unruly behavior, whether in the water or out of the water.
- Climbing or playing on fences, lifeguard stands, or pool area furniture.
- Public intoxication or acting in a disorderly manner while under the influence of alcohol or legal or illicit drugs.
- Trespassing in the yards of houses adjacent to the Pool Area.
- Destroying or causing damage to pool complex facilities or equipment.
- Possession or use of firearms or explosive devices.
9. Enforcement of Rules
The Association contracts with a pool management company for the daily operation and maintenance. Pool Staff are responsible for enforcement of Pool Rules, including informing visitors of any rule infractions, removing visitors from the Pool Area for rules violations, and referring incidents to the Association for additional administrative action. Pool Staff are authorized to identify swimmers who require arm’s-reach supervision; require an adult to enter the water immediately to supervise a swimmer; remove swimmers from the water if supervision is not maintained; and identify swimmers who require swim tests.
Visitors may be removed by Pool Staff if repeated warnings about violations of Pool Rules are not followed. Visitors may also be removed from the pool if they act in a way that endangers other visitors or threatens damage to property. Decisions about whether to remove a visitor for rules violations will be made at the discretion of the manager or supervisor that is on duty at the time.
11. Acknowledgement of Risk & Agreement to Follow Rules
The Association maintains an Acknowledgement of Risk & Agreement to Follow Rules as part of the pool pass registration process. This document is signed electronically by residents and acknowledged by guests prior to entry.
